I don't know what's about your rat which platform the rat server us supported mostly they developing rat in C# or Vb. net which is use common language runtime Net framework so you can't used on Linux VPS you need a windows VPS which 10% expensive than a Linux VPS.
every hosting company track the server for illegal use, many of them are follow the DMC many of them ignored like most Netherlands or russian hosting provider are realy not track your server.
if you really want to not track you, you can easily make a login system for your RAT to not anyone access + make sure the rat you buying it is encrypt the connection otherwise if someone monitoring the rat client they can easily grab your server IP easily so make sure they encrypt the connection
